Parking Policy
Purpose
Scope
This policy applies to all members of the Seneca community who access and use campus parking spaces and services at King, Markham, Newnham and Peterborough campuses.
Key definitions
Accessible parking space
A parking space designated as being for the exclusive use of vehicles displaying a valid Accessible Parking Permit.
Micromobility
Transportation using lightweight vehicles, such as human-powered or electric bicycles and scooters.
Recurring permit
A permit for parking services that automatically invoices and charges the user’s credit card on a regular basis.
Policy
1. General
- Seneca reserves the right to control vehicle access and driving on campus.
- Seneca permits parking and driving on campus grounds based on the regulations outlined in this policy and Seneca’s Parking Regulations (Appendix A).
- York University maintains visitor parking at Seneca@York Campus. For more information, refer to York University’s Parking Services website.
- Seneca reserves the right to temporarily suspend parking arrangements in any area on campus for events, maintenance, construction or to accommodate special circumstances or emergencies.
- Drivers are responsible for respecting Seneca property when operating a motor vehicle and do everything within their power not to cause injury and/or damage to people, property or equipment.
2. Permits
- Motor vehicles parked at Seneca campuses must have a valid parking permit.
- Permits are purchased at Seneca’s Parking website and daily passes are purchased using an authorized third-party app.
- The vehicle driver is responsible for correctly entering their license plate number when paying for parking.
- Carpool permits are sold to individuals, but may be used by any carpool member, provided no more than one member uses it on the same day. Eligible carpool members must register with the Parking Office.
- Vehicles using Accessible Parking spaces must have both an Ontario accessible parking permit and a valid Seneca parking permit.
- An unsuccessful parking payment transaction will be added to the owner’s recurring Seneca permit account, if they have one, for payment.
- Permit account holders with outstanding balances are expected to bring their accounts up to date to avoid incurring additional fees.
3. Enforcement
- Failure to comply with this policy may result in a ticket and/or having a motor vehicle towed and stored at the owner’s risk and expense and/or revocation of Seneca parking privileges.
- Drivers who are in violation of this policy may be subject to:
- cancellation or suspension of parking privileges
- relocation and storage of a vehicle at the owner’s expense
- fines and penalties
- sanctions
- legal action
- Seneca reserves the right to move or impound any vehicle found to be abandoned or parked in an unauthorized area, and issued permits cancelled or suspended for that particular vehicle.

Appendix A – Parking regulations
1. Traffic
- The speed limit on Seneca roadways is 30 kilometres per hour unless otherwise posted.
- Motor vehicles must only be driven on designated Seneca roadways and parking lots in a manner that is safe for the owner and their vehicle, other vehicles and pedestrians.
- Pedestrians have the right of way at all crosswalks.
- Drivers must obey all posted signage on Seneca property and abide by municipal bylaws.
2. Permit issuance
- Permit details and purchase options are listed issued on the Seneca Parking webpage. As these permits are issued digitally; no paper permit is required for display in motor vehicles while they are parked.
- 2.1 Every effort will be made to provide adequate parking to permit holders. However, a parking permit does not guarantee that a space will always be available.
- 2.2 Use of designated Accessible Parking spaces requires an Accessible Parking Permit displayed on the motor vehicle’s dashboard or sun visor.
3. Refunds
- Multi-pack permits are non-refundable and expire at the end of their term.
- Recurring permits are not refundable but can be cancelled at any time.
- To stop a recurring payment, the vehicle owner must notify Seneca’s Parking Office before starting a new week.
- Academic term permits are refundable on a weekly, pro-rated basis.
4. Parking lot usage
- Drivers parking at Seneca must hold a valid Seneca Parking Permit.
- Motor vehicles must be parked in Seneca designated parking lots and spaces.
- Motorcycles must be parked in designated parking locations on campus where motorcycle parking is offered.
- Bicycles, non-motorized, electric, human-powered or other micromobility vehicles must be parked in parking lots and designated spaces. Chains and locks will be cut, and vehicles removed if left in non-designated areas.
- Using a parking lot or space to store items is prohibited.
- Seneca reserves the right to move, confiscate, or destroy unapproved items left in parking lots.
- The owner of unapproved items is responsible for any fees or costs associated with the removal, confiscation or destruction.
- Storage of unplated or otherwise non-roadworthy motor vehicles is prohibited.
- Each parking permit may be used for only one motor vehicle on any given day.
- Any additional vehicles using parking services registered under the same permit on the same day must obtain another permit.
- A vehicle left on Seneca property without a residence permit for a continuous period of 72 hours will be considered abandoned unless prior notification is provided to Security.
- Abandoned vehicles may be tagged and/or towed away at the owner’s risk and expense.
- Motor vehicles must have a residence permit to remain in parking lots after midnight.
- Vehicle repair or maintenance cannot take place in Seneca Parking lots. If emergency repairs are required, contact Seneca Security with proof of ownership.
- Seneca is not responsible for any loss, injury or damage to persons and/or motor vehicles, including vehicle contents.
- Losses, damages and/or injuries should be reported to Seneca Security immediately.
5. Special parking arrangements
- Drivers of oversized motor vehicles that cannot fit in a single parking space must contact parking@senecapolytechnic.ca.
- Oversized vehicles may be limited to specific lots or locations, and drivers must pay for each space being used.
- Buses authorized to park on campus (e.g., visiting groups, events) must be parked in a location designated by the Parking Office.
- Seneca academic or service areas wishing to arrange guest parking through a departmental charge can do so by notifying the Parking Office. A supervisor’s approval is required for all departmental charge transactions.
- Advance arrangements should be made for bulk parking space purchases for special events through the Parking Office.
- Academic or service areas requesting special parking arrangements should demonstrate that similar or greater consideration was given to supporting sustainable transportation options.
6. Violations and appeals
- Permission to park on Seneca property is contingent on adhering to all applicable regulations.
- Seneca issues Traffic Violation notices and fines, including but not limited to:
- driving over curbs and grass – $250 plus damages and any associated equipment repairs
- driving through walkways – $250 plus damages and any associated equipment repairs
- driving through stop signs – $250 plus damages and any associated equipment repairs
- entering through exits or exiting through entrances – $250 plus damages and any associated equipment repairs.
- Appeals for Traffic Violation notices will be assessed by this policy and considered if:
- the appellant pays any related fines and then submits the appeal to parking@senecapolytechnic.ca
- the appeal is based only on the contention that a Seneca ticket was issued contrary to Seneca Parking Regulations or in error
- Ignorance of Seneca Parking Regulations is not grounds for appeal.
- Parking fines are based on municipal parking violation rates. Violations include:
- expired permits
- parking in accessible parking spots without a permit
- triple parking
- parking in bus and fire routes
- parking on walkways
- parking on hash marks or any other restricted area
- parking on roadways
- parking outside designated parking spots, including occupying more than one parking spot.
- parking without Seneca’s permission
- Appeals for parking violation notices must follow the process identified on the back of the issued ticket.
7. Towing
- In addition to any other penalty, a vehicle may be towed away at the owner’s expense if it is parked in violation of Seneca’s Parking Policy or Regulations.
- Costs of towing the vehicle are the responsibility of the vehicle owner/operator and must be paid in full for the vehicle to be released. Exceptions may be made if a vehicle is towed in error.
8. Suspension and reinstatement of parking privileges
- Parking privileges may be suspended for repeat violations or blatant disregard of regulations.
- Reinstatement of parking privileges must be applied for in writing. The Parking Office will reinstate parking privileges provided the suspension period (as determined by the Parking Office) has expired.
