Overview

The Ontario Municipal Tax & Revenue Association provides a forum of association for those involved in the field of municipal tax assessment and collection. One of their mandates is to "encourage and assist in the development of educational training programs for collection personnel". The Municipal Tax Administration Certificate of Completion program is recognized as essential training in the field of municipal taxation and assessment.

Please note: Courses must be taken singularly and in the program order. All Prerequisites will be enforced.

MTA201
Municipal Tax Administration - Unit I
Availability
 

This course is designed for students involved in the field of municipal taxation and revenue. It incorporates the Government as a whole, with focuses on the municipal level. Financial operations and customer service are reviewed and discussed. Ontario's court system is explored, and the unit is finalized with a section on assessment and how it forms the foundation for property taxation in Ontario.

MTA202
Municipal Tax Administration - Unit II
Availability
 

Prerequisite(s):

MTA201

This course continues from Unit 1 and provides students involved in the field of municipal taxation and revenue an in depth look at the complete tax billing process. Unit 2 also includes sections on water and wastewater billing/collections, while providing a deeper look at Provincial Offences in Ontario, and property tax adjustments.

MTA203
Municipal Tax Administration - Unit III
Availability
 

Prerequisite(s):

MTA201 and MTA202

This unit builds on what has been learned so far and delves into the more complex issues in the various revenue streams in a municipality. It includes a focus on municipal tax sales, assessment base management, and property assessment appeals.

Note: Instructions will be confirmed by email to all registered students.

Course materials: Program delivery is in the online asynchronous learning mode via Blackboard. Instructions on how to access the course in Blackboard will be emailed. Registered students will be emailed instructions on or about the start date. Students who register late can expect the email with these instructions to be sent within two business days. Final Assessment: For Winter 2025 the final exam for all units (MTA201, MTA202, and MTA203) will be held synchronously on Thursday, April 17 starting at 9:00 a.m. Eastern Time. All students must complete the final assessment on the assigned date; the date is mandatory for all registered students, so please be sure to plan accordingly. Detailed information about the date and time for the synchronous final exam will be provided to registered students.

Completion

Certificate of Completion

Upon successful completion of the program requirements, please submit a Request for Certificate of Completion Form to the Faculty of Continuing Education and Training. There is no cost for this and your Certificate of Completion will be sent to you electronically.
